Welcome to the Barb Downey Memorial Tournament!
Welcome teams, players, coaches and families to the Barb Downey Memorial Tournament hosted by Owen Sound Minor Hockey. We are proud to host teams from across the region for a weekend celebrating hockey, sportsmanship, competition and community.
Tournament Rules
- All OMHA and CHA rules will apply. Neck guards and mouth guards are mandatory. GTHL and Alliance teams are exempt.
- All divisions are non-body contact.
- Your team representative must have uploaded a copy of your team’s official roster and travel permit to the Barb Downey portal prior to Friday March 13th.
• PLEASE NOTE: Any AP’s or bench staff present must be listed on an approved OMHA roster submitted prior to the first date of the tournament.
- All teams must register at least 45 minutes prior to their first game at the tournament office located at:
• Julie McArthur Regional Recreation Center – top of the stairs
• Harry Lumley Bayshore – upper level near the elevators
- All teams must have a certified trainer on the bench at all times.
- All teams must be prepared to play 15 minutes prior to their scheduled game time.
- The team designated as the HOME team must occupy the HOME bench and wear light coloured jerseys. Home teams are listed second in the schedule.
- All game suspensions shall be assessed as per OMHA/OHF regulations.
- The Tournament Committee will not overturn any suspensions. The suspension appeal process can be found in the OMHA Manual of Operations.
• It is common to have coaches and/or parents approach the Tournament Committee protesting a suspension penalty issued by a referee. It must be emphasized to all coaching staff and parents that the Tournament Committee cannot and will not overturn any penalty issued before, during or after a game regardless of the circumstances. The suspension appeal process can be found in the OMHA Manual of Operations.
- Any Fighting Major or Match Penalty will result in automatic player disqualification for the remainder of the tournament. OMHA suspensions will also apply.
- A point system will be used for preliminary round robin play:
• Win – 2 points
• Tie – 1 point
• Loss – 0 points
No overtime will be played during round robin games.
- A three (3) minute warm-up will commence when the Zamboni leaves the ice. Teams must be ready to enter the ice immediately.
- The Owen Sound Minor Hockey Group (OSMHG) strongly supports the Zero Tolerance Policy against abuse of OMHA officials. Any player, team member, official or spectator may be asked to leave the arena by an OSMH official.
• Parents and guests are the responsibility of the team. Inappropriate parent or guest behaviour towards the competing team, any player, referees, coaches, arena staff, tournament staff, OMHA staff and/or other parents will not be tolerated.
- Teams must vacate dressing rooms within 20 minutes following their game. Rooms must be left clean and any damages will be the responsibility of the team involved.
- No timeouts during round robin play. One 30-second timeout is allowed per team in Semi-Final and Final games.
- Coaches are responsible for their players’ conduct while at the arenas.
Standings & Tie Breaking
- Standings after the round robin games will be decided in the following order:
1. Team with most points.
2. Winner of game between tied teams (if two teams tied). If more than 2 teams, go to #3 below.
3. Highest Scoring percentage. (i.e.) goals you scored divided by total goals scored.
4. Team with the most wins.
5. Fewest total penalty minutes
6. Most goals scored
7. If still tied the latest time of first penalty is the higher seed.
Game Format
- Ice surfaces will be flooded at the beginning of each game. There will be no floods between periods.
- LENGTH OF GAMES WILL BE AS FOLLOWS:
• All tournament games must comprise 3 stop-time periods, scheduled as per OMHA Regulation 10.2(a) & 10.2(b).
• When any team is ahead by five or more goals in the third period however, the tournament will utilize ‘straight time’. Any penalties, during this time, will be running time and minor penalties will be 3 minutes in length.
• The game will proceed under ‘straight time’ unless the point gap is reduced to three goals, at which point the clock will revert to stop time.
• The only time the clock will stop during this time is if an on-ice injury should occur.
• Period Lengths:
• U11 – U13: 10-10-10 minutes
• U15 – U18: 10-10-15 minutes
Overtime Format (Semi-Final & Final Games Only)

• One 5-minute stop time, sudden victory period will be played. Play will be in a 4-on-4 format.
• If still tied, one 5-minute sudden victory period will be played. This play will be in a 3-on-3 format.
• If teams are still tied, a shoot-out will commence with three (3) different shooters from each team.
• If still tied after the shootout, a sudden victory shootout will continue with different players until a winner is determined.
• Each team will send one (1) different player at a time to centre ice. Each player must attempt the shoot-out before any player can be utilized again. From the fourth shooter on, it becomes a sudden victory shoot-out.
Tournament Operations
- iPads will be available for each game in the Tournament Office. (see #3 above)
- It is the responsibility of each team to review their roster and identify suspended players and/or inactive players. All teams received a Gamesheet code to access this function for this tournament. Please make sure your roster is inputted into Gamesheet prior to the tournament date!
- Each bench staff will need to electronically sign the game sheet in the tournament office prior to the game. Teams will not be permitted to sign-in on behalf of other bench staff. Refreshments will be provided for bench staff at each tournament office!
- iPads are not permitted to leave the tournament office.
Arena Rules & Safety
- Due to Municipal and insurance regulations, at no time are players allowed on the ice without a helmet. Spectators are never allowed on the ice at any time, to take pictures or for any other reasons. We respectfully request your cooperation and compliance.
- Air horns are not permitted at any facility.
- No protests will be accepted. Tournament Committee decisions are final.
- Free-standing sponsorship or team banners are not permitted. Teams may display small signage on dressing room doors only.
- Please ensure any siblings and young spectators are supervised at all times, to ensure their safety and help maintain each arena in good condition. There will be a “Sibling Station” in the JMRRC with quiet activities available throughout the tournament. There will be NO supervision provided by the tournament, however.
